2026年2月20日，最高法院就总统权力范围作出里程碑式裁决，宣布唐纳德·特朗普总统通过一系列行政命令实施的广泛关税无效。最高法院以6比3的投票结果裁定，这些关税超出了国会根据1977年《国际紧急经济权力法》（IEEPA）授予总统在国家紧急状态下监管商业的权力范围。

裁决之后，美国海关与边境保护局（CBP）发布了货物系统信息服务（CSMS）第67834313号通知，该通知实际上撤销了所有根据IEEPA实施的行政命令。

最高法院裁决后，CBP还发布了其他几项重要的CSMS通知。第一项措施是根据2026年2月20日总统公告“征收临时进口附加费以解决根本性国际支付问题”实施的临时性第122条关税。根据该公告，除特定豁免情况外，所有国家的进口商品均需额外缴纳10%的从价税，为期150天。

第二项重要的CSMS通知将最低限度免税待遇的暂停范围扩大到所有国家，明确包括通过国际邮政系统寄送的货物。
